Due to

  * Disable utmp support, not y2038 safe. utmp support in tmux has been
    disabled, so autopkgtest should no longer break

the "who" utility from the coreutils package no longer works
(it just returns nothing).

Until "who" supports wtmpdb, utmp support shouldn't be disabled yet.

Now fixed in 9.7-1 (see bug 1080330). The behavior of "who" has
changed, but there are other ways to get information on the terminals
(more reliably than previous versions of "who").
