Hi,

I think debconf should have versioned dependancy to debconf-i18n, because
in current situation command "apt-get install debconf" doesn't upgrade
debconf-i18n - it only upgrades an debconf metapackage and leaves
outdated debconf-i18n or debconf-english, this misleads lots of users.
