Hello

  # dpkg-reconfigure -f --help
  ...
debconf: falling back to frontend: Noninteractive
				    ^^^

  # dpkg-reconfigure -f Noninteractive mysql-server
debconf: Please do not capitalize the first letter of the debconf frontend.

If upper case is discouraged, debconf should give a good example and
don't use it neither :-))
