Every once in a while, a computer undergoes a discontinuous change in
usage.  For example: in the past it might have used ppp to connect to
the Internet and now it uses some kind of high-speed (and ethernet).
It's likely a whole bunch of packages need to be reconfigured.
Reconfiguring "--all" of them probably isn't what you want to do, and
doing it one at a time makes it much more likely that you'll miss one.
Having something like:
 dpkg-reconfigure --group=net
would be nice.
