I have made a user with an empty Password
usermod -p '' user
but it is unable to start a session with this user.

Where could be the problem?

You filled the bug http://bugs.debian.org/505460 in Debian BTS
against the package slim. I'm closing it as fixed in *unstable*,
but it will remain open for older distributions.
