This report is a waste of my time. The error is clear:
| element contrib: validity error : Element quote is not declared in contrib list of possible children
Compare to: http://www.docbook.org/tdg/en/html/contrib.html
You violate the DocBook DTD and I'm surprised that you call this
"inflexibility". It's the function of the DTD to declare the markup
structure and restrictions. You can of course customize the DocBook DTD
for your needs (this might require further customization of the
stylesheets).
I suggest that you use some other element than <quote>: maybe use
<emphasis> (and in <emphasis> you can use <quote>).
Assigning back. This is not an issue in docbook-xml. If you are not
satisfied with the DTD/schema, this has to be sent as a formal request
and discussed with the DocBook TC. Pleaes reassign to docbook-xml, if
that's your intention.

I believe, that the intention was exactly that: Allow the use of
the quote element inside of the contrib element. Which, of course
means, it has to be agreed on with the whole DocBook body.
But maybe the reporter is satisfied with the workaround you present
in the upper paragraph. Helge, is the solution using the emphasis
and the quote element OK for you? In that case you could just use
it and we close the bug.

Well, I'm not in the details of docbook, and I can certainly use the
workaround albeit it is just that: a workaround. Because I don't want
to emphasize, I just want to quote.
And this does not clarify the second issue.

If I understand correctly, you want to have the schema definition (RNG
or DTD) of DocBook XML changed. This is something that really should
go to the DocBook technical committee. Maybe they can allow the same
elements in the 'contrib' element, that are possible in 'para'.
There is, of course, the possibility to customise DocBook (and DocBook
was somehow designed to be customisable), but I don't really like the
idea of Debian using a customised instead of the standard DocBook
schema. IMHO, we already have more than enough bugs in the DocBook
tools in their standard form to justify that.

I just want to do a proper translation. I'm not into docbook too
deeply, so I'd rather not request a "world-wide" change. If my use
case was wrong, then I'd be happy to stand corrected, especially from
a person more versed in docbook.
If, on the other hand, my first assumption regarding missing
flexibility is right I would be happy if it could be corrected.

I perfectly agree.
I guess you know much better wether docbook should be changed or if
the use case present in my translation was wrongly handled (and thus
the translation needs to be updated and no docbook changes are
actually necessary).

It doesn't look like this bug is serving any purpose at this point, and
the submitter should probably pursue this with the docbook upstream
folks if they want the dtd changed. Closing.

As also stated in #26, I herby <q>wish</q> (i.e. would like to have)
the possibility to use <quote> and <filename> inside <contrib> (as
possible inside <p>). Please sent this as a formal request to be discussed
with the DocBook TC. Please use the use case from the next paragraph
as rationale/example. If something more elaborate is needed, please
tell me.
If that fails, IMHO the local copy of the DTD should be adapted, as
"faking" quotes while having <quote> is quite contrary to the spirit
of logical markup. Also the work is split among different files and
this should be refelected in the contribution, hence <filename> should
be possible there.
And please don't close bugs without talking with the submitter before,
especially since more than a year has lapsed since the last mail to
this bug.

DocBook 4.x is feature-frozen. There won't be any changes to the DTD.
The DB5 schema will allow quote in contrib in the next release. Your
request to also allow filename has been forwarded to the tracker.
