   * What led up to the situation?

   * What was the outcome of this action?

Char-encoding given via http-equiv in the HTML is not used,
umlaut 'ue' not shown correctly.

   * What outcome did you expect instead?

http://stephan-suerken.de/tmp/epiphany-char-encoding/works.html

Character shown correctly. The difference of these two HTML
files is just in the length of the comment, so this should give
a hint.

This bevaviour is consistent in all versions of epiphany I
know. Explicitely retested now with current versions in squeeze
(2.30.6-1), sid (3.4.2-2.1) and experimental (3.6.1-2).
