please add a check that libraries are installed in /usr/lib instead of 
/usr/lib/DEB_HOST_MULTIARCH.

The best solution for such issues would be to make both the dev and the library 
package M-A same.   If that can not be done, make just the library package M-A 
same.  If for some reason even the library package cannot be made M-A same, then 
at least we know that the package maintainer looked at the issue, and just moved 
the libs (which shouldn't make any difference). So we gain a warning on packages 
which are not looked at for multiarch issues.
