Why -doc package **Depends** on tex? If it is exactly documentation package,
it should not depends on tex (just Recommends or Suggests is okay), IMO.
Could you explain why -doc depends on tex itself, please?

Simple reason: The *source* packages are auto-generated using perl scripts,
and it seems that it never crossed my mind that I should remove the
dependencies of the -doc packages on texlive-base and tex-common (this
is what you mean when writing "depends on tex", right?).
That can be fixed, for sure.
