Consider
  dch -r `foo'

dch ignores `foo', which is `TEXT', in the sense that `foo' does not
appear in the resulting changelog entry.  *But* if you don't supply
`foo' dch runs an editor.  And there's no other way to stop it doing
so because --no-edit is (unaccountably) not supported.

This is all rather odd.  (I need noninteractive dch in the dgit test
suite, so please don't just change it without disucssion...)

Ton of things use '' (i.e. empty string).  Including debchange's
testsuite :3
