I confirm I have the same problem with the same laptop (Dell Latitude
7400).
Neither 3.20200609.1 nor 3.20200609.2 works here, I downgraded
to 3.20200520.1.

This laptop has got the latest firmwares from Dell (system firmware:
1.7.4).
I would raise the severity because the laptop can't boot with these

Good to know it works with 0xca, there are too many confusing reports,
including several (on Ubuntu) about failures with 0xca...

We will most likely have to revert this specific microcode update
(0x806ec), and very probably also its companion 0x906ec.

This is incorrect, the above upstream issue is for 0x806eb.
The one for 0x806ec is this:

Although the report upstream mentions hangs already with revision 0xca,
which contradicts this Debian bug report. Might be separate issues.
