There is a certain boilerplate described in policy; the "start" part
should have a message like:

Starting printer spooler: lpd.

so maybe lintian could check for something like:
/(echo|printf).*["']Starting .*:/
in this case; similarly for the "stop" and "reload" cases.  I don't
think lintian can do that much more without being needlessly
complicated; I tended to spot stuff like "reloading" with a lower-case
"r".

so if I see 'Starting' or 'Stopping' I am checking for capital 'S's and no
chars before the 'S'?  Anything else?

And "Reloading".  Also, worth checking for a colon near the end of the
echo/printf command.

I am tagging this wontfix, since:

 * De facto it is (with no one working on it for 14 years).
 * It is likely to be less of an issue in the future with sysvinit no
   longer being the default init system.

Patches still welcome, though this is not the most prioritised bug.
