王仁裕（880年－956年）早年当过秦州节度使判官，后入蜀，唐庄宗李存勖灭蜀，为秦州节度判断；历仕后唐、后晋、后汉三朝，晋高祖时为谏议大夫，官至后周官翰林学士、谏议大夫、兵部尚书等职。《五代史·杂传》晁公武《读书志》曰：「蜀亡，仁裕至镐京，采摭民言，得开元《天宝遗事》一百五十九条，分为四卷。」该书多载宫中琐事以及宫内外的风情习俗，列有146个标题，分别记述唐朝开元、天宝年间的逸闻遗事，如：斗鸡、肉阵、肉腰刀、凤炭、楼车载乐等荒淫事。
南宋洪迈找到本书不少谬误，斥为浅旔之书。《四库全书总目》说此书：「盖委巷相传，语多失实，仁裕采摭遗民之口，不能证以国史。」现有版本《历代小史》、《顾氏文房小说》、《唐代丛书》等本。
