刘肃1世纪？ - 125年，汉光武帝刘秀曾孙，东海恭王刘强孙，东海靖王刘政子。为中国东汉时期藩王之一，封于东海国，諡号东海顷王，于永元十五年（103年）—延光四年（125年）在位，共23年。

永元十六年（104年），刘肃的二十一个弟弟获封为列侯。刘肃个性谦俭，「循恭王法度」，曾经向国家捐献钱二千万及缣万匹。刘肃于延光四年（125年）七月去世。
