冯伉（742年/743年-809年），原为魏州元城人，父亲冯玠迁居，改籍贯为京兆。大历初，登五经秀才科，当上长安尉。建中四年，登博学三史科。之后又任膳部员外郎，成为睦王等人的侍读。
李抱真逝世，冯伉去凭吊，李抱真的儿子送他数百匹帛，他不接受。又想送他到京城，冯伉为此表奏，坚决不接受。
醴泉令一职空缺，宰相推荐的人都不合德宗意，德宗知道冯伉为人清廉，便命他出任。当地有不少人多次犯法，冯伉便作了《谕蒙》十四篇，内容主要为劝人务农、进学和忠孝。在那里住了七年后，韦渠牟推荐他为给事中，皇太子及诸王侍读。他被召见于别殿，获赐金紫服。顺宗即位，当上尚书兵部侍郎、同州刺史、国子祭酒、左散骑常侍，又领导太学。元和4年逝，享年六十六岁，获追赠礼部尚书。
《全唐诗·卷330》录有他两首诗：《和权载之离合诗（时为给事中）》、《享文恭太子庙乐章二首》。
