納言，中國古代官名。新朝王莽時，改大司農為納言。隋朝因為隋文帝的父親名叫楊忠，為忠避諱，改門下省主管侍中為納言。武周又改侍中為納言。日本律令制時代借中國的納言之名，設大納言、中納言、少納言，作為太政官的屬官。大納言、中納言作為次官，少納言作為判官。大納言漢名雅稱侍中；中納言漢名雅稱黃門侍郎；少納言漢名雅稱給事中。
