鄧綰（1028年 - 1086年），字文約，北宋官員。成都府雙流縣（今四川省成都市雙流區）人。宋仁宗慶曆年間舉進士，為禮部第一。轉任職方員外郎。宋神宗熙寧三年（1070年）通判寧州。上書條陳時政數十事，以為宋朝建國百年，應當更化，頌揚王安石變法。擢升為集賢校理、檢正中書孔目房，不久同知諫院。轉任侍御史知雜事，判司農寺。推行常平法、水利法、免役法、保甲法等法，不遺餘力。進升為御史中丞。王安石罷相，鄧綰依附呂惠卿。王安石複相，又上奏彈劾呂惠卿、章惇。轉任翰林學士。忤逆王安石之意，被宋神宗斥知虢州。因為頌新法得官職，被鄉人笑罵，他說：「笑罵從汝，好官須我為之。」元豐年間，歷知荊南、陳州、陝州、青州、鄧州。宋哲宗元祐初年，改知揚州、滁州，同年去世。其子鄧洵仁、鄧洵武。
