柯劭憼（？ - ？），字敬儒，山東膠州人。晚清官員。光緒十五年（1889年）中進士，同年五月，著交吏部掣籤，分發各省以知縣即用；即用安徽知縣，署貴池縣，補太湖縣。貴池縣自太平天國之亂後，地丁冊被惡吏藏匿，濫收賦稅，民眾苦不堪言。劭憼深知其害，改革弊政，深受人民愛戴。
柯劭憼為學者柯蘅之子。母李長霞為掖縣進士李圖之女。弟柯劭忞，光緒十二年（1886年）進士，曾為《清史稿》總纂。
