:「柏皇、大庭，鼓淳和于曩日，姬王、嬴後，被澆風于末載，刑書已鑄，善化匪融，禮義既乖，奸宄斯作。何其淳樸不反，浮華競扇者歟？朕居中御物，納隍在眷，頻恢天網，屢絕三邊，元元黔庶，終罹五闢。蓋乃康哉寡薄，抑焉法令滋章。是用當寧弗怡，矜此向隅之意。今三元具序，萬國朝辰，靈芝獻于始陽，膏露凝于聿歲，從春施令，仰乾布德，思與九有，惟新七政。可大赦天下，改至德五年為禎明元年。」
