杜希全（8世紀 - 794年），唐朝京兆府醴泉縣（今陝西省禮泉縣）人。杜希全少年從軍，擔任郭子儀的裨將，因功升任為朔方軍節度使，治軍嚴整，士卒悅服。建中年間，授靈州大都督、兼本管及夏綏節度都統。唐德宗逃奔奉天，杜希全首先率領所部赴難。德宗回到京師，任命他為靈、鹽、豐、夏等州節度使。赴任前，獻《體要》，規諫皇帝，德宗採納。以鹽州為軍事要地，請在此地築城，六千人二十天修築完畢，吐蕃于是不敢輕入。晚年越法橫肆、誣害部將、恣縱不法，德宗多次為他掩飾。著有《新集兵書要訣》。
