劉欽（前1世紀 - 3年），南陽郡蔡陽（今湖北省棗陽市西南）人，是漢朝宗室，漢景帝的兒子長沙定王劉發的玄孫，漢光武帝劉秀的父親。在西漢末年擔任南頓（今河南項城）縣令，娶樊重之女樊嫻都，生劉縯、劉仲、劉秀。公元3年劉欽去世，當時劉秀才九歲，被叔父劉良撫養。建武二年（26年），劉秀將祖父劉回、父劉欽葬昌陵墓，後墓改名章陵。
