13  | 京罷相，削籍知鄂州。京復相，以散官安置歸、峽兩州。大觀四年，京再逐，起知杭州。過闕賜對，奏曰：「神宗修建法度，務以去大害、興大利，今誠一一舉行，則盡紹述之美。法若有弊，不可不變，但不失其意足矣。」留為資政殿學士、中太一宮使。頃之，除中書侍郎，遂拜尚書右僕射。京久盜國柄，中外怨疾，見商英能立同異，更稱為賢，徽宗因人望相之。時久旱，彗星中天，是夕，彗不見，明日，雨。徽宗喜，大書「商霖」二字賜之。 |
