5  | 初，王拱辰議榷河北鹽，方平見曰：「河北再榷鹽，何也？」帝曰：「始立法耳。」方平曰：「昔周世宗以鹽課均之稅中，今兩稅鹽錢是也。豈非再榷乎？」帝驚悟，方平請直降手詔罷之。河朔父老迎拜於澶州，為佛老會七日，以報上恩，事具《食貨志》。加端明殿學士、判太常寺。 |
