40  | 時祠祭及蕃夷賜宴、別設，皆長安、萬年人吏主辦，二縣置本錢，配納質積戶收息以供費。諸使捉錢者，給牒免徭役，有罪，府縣不敢劾治。民閒有不取本錢，立虛契，子孫相承為之。嘗有毆人破首，詣閑廄使納利錢，受牒貨罪。御史中丞柳公綽奏諸司捉錢戶，府縣得捕役，給牒者毀之。自是，不得錢者不納利矣。 |
