64  | 二十八年，定洋藥稅釐並徵，仍照現行約章，嗣後應以釐金作為加稅。又定英商莫啡鴉之禁。其為醫藥用者，進口仍照則納稅，俟領海關專單，方準起岸，違者沒官。是年裁浙江洋藥釐金局，歸海關釐稅並徵。三十二年，德宗銳意圖強，命限十年將洋藥一律革除凈盡。又以鴉片為生民之害，禁吸尤必禁種，為清源辦法，務令遞年減種，統限十年將洋土藥盡絕根株。是年開廣西巡撫柯逢時缺，賞侍郎銜，督辦各省土藥統稅，設總局於湖北，各省並設分局。逾年，以洋土兩藥稅釐為歲入鉅款，既嚴行禁斷，應預籌的款以資抵補。初定莫啡鴉進口每兩徵稅三兩，至是以既準醫藥需用，減輕照百貨例，值百徵五。 |
