73  | 御史中丞傅堯俞言：「風聞逐處監司，以今歲蠶麥並熟，催督積年逋負，百姓必不能用一熟之力，了積年之欠，徒費鞭樸，長公人貪暴乞取之弊。諸路監司且令帶納一料，候秋成更令帶納。」 |
| 80 | 時右司員外郎陳峩進《國用須知》，言帝嗣位之初，肆赦天下，大弛逋負，其數太多，不無僥人幸，方國用匱乏之時，傾天下之財而無孑遺，大臣為無益之舉，以壞先憲，不可以不慮。會御史中丞趙挺之亦言：「契勘元祐七年所放，不問系與不係欠負，凡民閒錢物宜輸於官者，一切均放之。然所放欠，乃元豐八年三月己前，蓋七年已前也，今元符三年乃放元符三年已前者，則所放不貲矣。祖宗以來，放欠自有程式，今不取祖宗以來舊法，而獨取元祐七年之法，其閒放欠，止依所放名件，而不依所放年歲，顯有情弊。乞並送戶部勘當，將建隆以來至元祐六年赦敕契勘，如不曾放過名件，並合依祖宗以來赦敕催納。方當內外告乏之時，朝廷能收宜取之物，以助國用，非小補也。」 |
