18  | 七月初五日，毛公昶熙至天津，隨帶侍講吳元炳、刑部員外郎劉錫鴻、總理衙門章京陳欽、惲祖貽四員。公一見，皆歎異，以為難得之才。初七日，奏報永定河南岸五工續漫成口，再請議處。英國洋官威妥瑪來天津，毛公昶熙約洋官會議。既集，陳欽按理抗辯，侃侃而談。洋人不能詰，羅淑亞猶執前說，徑行回京。 |
