35  | 擢浦城知縣鄭為虹御史，巡仙霞關，仍知浦城，命太僕少卿林蘭友巡撫江西，諭之曰：「江西憔悴於貪政久矣，卿往須破情格，以朕『先教後刑，先情後法』八字行之。又八字曰『小貪必杖，大貪必殺」。能行此十六字，始不負朕親簡耳。」設蘭臺館，纂修《威朝實錄》，以曹學佺領之。召閩縣老人周良屏，問民疾苦。 |
