153  | 余問馬清臣：外部照會所稱「間有審量地方情形之處，不能照給文憑者」，是否指香港、新金山而言？清臣謂專指新金山言之，香港已在允許之列。余乃照復外部，稱其辦事之公道。且告以：「中國應派之領事官首在香港及新加坡附近之地，今已選得二員候總理衙門核定。此二員者，歷練有識，持已謹嚴，接物和平，允堪勝任。駐香港者，擬調新加坡領事左秉隆任之。駐新加坡者，擬派使署二等參贊黃遵憲任之；非僅為新加坡一處之領事官，並為檳榔嶼、麻六甲及附近各處之總領事官。其檳榔嶼各處，有應選派副領事者，俟審定後再當奉聞。」越數日，外部照會稱已領悉，並無異言，此事大局遂定矣。 |
