3  | 三年春二月，以大學士世續充資政院總裁，侍郎李家駒充副總裁。世續奏辭，不許。夏四月，召集資政院第二次常會。資政院奏請開臨時會議，議決借款、預算兩事，不許。六月，改訂資政院院章，旋即改定頒行。秋九月，資政院開院，派禮親王世鐸代臨，行開院禮。資政院奏參郵傳大臣盛宣懷，違法侵權，激生變亂。命革宣懷職。資政院奏請取銷內閣暫行章程，不以親貴充國務大臣，從之，並允將憲法交資政院協贊。資政院奏請頒布憲法信條，宣誓太廟，從之。資政院奏，懇準此次革命黨人，按照法律，改組政黨，並賜擢用，從之。資政院奏，遵旨議決山東省紳商、學界代表請願八條，並擬答覆條件，從之。資政院奏，遵照憲法信條，公舉內閣總理大臣，命袁世凱為內閣總理大臣。資政院奏，議決改訂資政院院章，請旨頒布，從之。冬十月，資政院奏，懇請降旨，即行剪髮，從之。資政院奏，議決改用陽曆，請旨頒布，命內閣妥速籌辦。十二月，李家駒開缺，以奉天交涉使許鼎霖充資政院總裁。 |
