7  | 庚申，太常博士直史館陳靖上言：「古者強幹弱枝之法，必先富實於內。今京畿周環二三十州，幅員數千里，地之墾者十才二三，稅之入者又十無五六，國用不充，民食不足。望擇大臣一人有深識遠略者，兼領大司農事，典領於中；又於郎吏中選才智通明、能撫民役眾者為副，執事於外。自京東、西擇其膏腴未耕之處，申以勸課，借閑曠之地，募游惰之民，別置版圖，便宜從事，酌民力之豐寡，相農畝之磽瘠，均配畀之，無煩督課。耕桑之外，更課令益種雜木蔬課，孳畜羊犬雞豚。俟至三五年間，生計成立，有家可戀，有土可懷，即計戶定徵，量田輸稅，斯實敦本化人之宏略也！」帝覽奏，召對獎諭，令條奏以聞。尋以靖為勸農使，按行陳、許、蔡、潁、襄、鄧、唐、汝等州，勸民墾田，以大理寺丞皇甫選、光祿寺丞何亮副之。未幾，三司以為費官錢，多水旱，恐遂散失，其事遂寢。 |
