《卷十四西夏叛服》
16  | 夏四月甲申，墮夏州城。帝以夏州深在沙漠，奸雄因以竊據，欲墮其城，宰相呂蒙正曰「自赫連築城以來，每為關右之患，若遂廢之，萬世利也」乃詔墮之，遷其民于銀、綏。是年，繼遷復遣使貢馬謝罪。 |

| 17 | 淳化元年十二月，詔中外所上書疏及面奏制可者，並下中書、樞密、三司，申覆頒行。帝謂宰相曰「治國之道，寬猛得中，寬則政令不成，猛則民無所措手足」呂蒙正進曰「《老子》稱：治大國若烹小鮮。夫魚擾之則亂。近日內外上封事求更制度者甚眾，望陛下漸行清淨之化」上曰「朕不欲塞人言路。夫狂夫言而聖人擇焉，亦古訓也」趙昌言曰「今朝廷無事，邊境寧謐，正當行好事之時」上喜曰「朕終日與卿等論此事，何憂天下不治。苟天下親民之官皆存此心，則刑清訟息矣」 |
