2  | 上柱國、南陽郡開國公、食邑三千戶、食實封二百戶韓資政、副使榮祿大夫、行尚書禮部侍郎、提點大理寺、護軍、譙縣開國侯、食邑一千戶、食實封一百戶曹說，持節備禮，以璽紱冊命爾為皇帝，以理斯民，國號大楚，都於金陵。自黃河已外，除西夏新界，疆場仍舊，世輔王室，永作藩臣，貢禮時修。爾勿疲于述職，問音歲致；我無緩於披誠。於戲！天生蒸民，不能自治，故立君以臨之；君不能獨理，故樹官以教之。乃知民非后不治，后非賢不守，其於有位，可不慎與？予懋乃德，嘉乃丕績，日慎一日，雖休勿休。往飲哉！其聽朕命。」 |
