《卷五》
1  | 浙東帥鄱陽洪邁景盧、提舉常平三山鄭湜補之集。初，承平時，預買令下，守越者無遠慮，凡一路州縣所不受之數，悉受之，故越之額特重，以匹計者十四萬六千九百，居浙東之半。人戶百計規免，皆詭為第五等戶，而四等以上戶之害日益甚。於是有為畝頭均科之說者，帥鄭丙少嘉、憲邱崇宗卿、張詔君卿頗主之，由淳熙十一年以後略施行，而議者多以創科五等戶為不便。參政李彥穎秀叔、尚書王希呂仲行先後帥越皆言之，而王畫八事尤力。會光廟亦以為貽貧弱之害，戶部尚書葉翥叔羽奏乞先減四萬四千餘匹，止以十萬為額，而後議均敷。詔從之，仍令侍從集議，皆乞闕併詭挾。遂詔邁、湜措置，既畢，以施行次第類成此書，時紹熙元年也。 |
