《食貨二》
10  | 自鄭國渠起，至元鼎六年，百三十六歲，而倪寬為左內史，奏請穿鑿六輔渠，在鄭國渠之裏，今尚謂之輔渠，亦曰六渠。以益溉鄭國傍高仰之田。素不得鄭國之溉灌者。仰謂上向。帝曰：「農，天下之本也。泉流灌惊，所以育五穀也。左、右內史地，名山川原甚眾，細民未知其利，故為通溝瀆，畜陂澤，所以備旱也。今內史稻田租挈重，不與郡同，租挈，收田租之約令。郡謂四方諸郡。其議減。令吏民勉農，盡地利，平徭行水，勿使失時。」平徭者，均齊渠堰之力役，謂俱得水之利。 |
