28  | 唐竇軌，字士則，岐州平陸人。貞觀初，為洛州都督。周、洛間，因隋亂，人不土著，軌下令諸縣，有遊手末作者按之，由是威信大行，民皆趨本。卒，贈并州都督。賈敦頤，曹州寃句人。永徽中，累遷洛州刺史。時豪右占田多踰制，敦頤舉沒者三千餘頃，以賦貧民，發姦擿伏，下無能欺。 |
