| 38 | 李兆洛，字申耆，陽湖人。嘉慶十年進士，選庶吉士。改令鳳臺，俗獷悍多盜，地接蒙城、阜陽，遠者至百八十里，官或終任不一至。兆洛親行縣，辨其里落繁耗、地畝廣袤饒瘠，次第經理之。焦岡湖，漢芍陂也，濱淮，易為災。乃增堤防，設溝閘，歲以屢豐。擇耆老勸民孝謹，優敘之。於僻遠設義學，為求良師。其捕盜，尤為人所喜稱。嘗騎率健勇出不意得其魁，因察而撫之。兆洛嘗曰：「鳳、潁、泗民氣可用，揀集五千人，方行天下有餘矣。然唯其豪能使之，官帥至千里外，必客兵勢勝足相鈐制乃可。」兆洛在縣七年，以父憂去，遂不出。主講江陰書院幾二十年，以實學課士，其治經學、音韻、訓詁，訂輿圖，考天官歷術及習古文辭者輩出。如江陰承培元、宋景昌、繆尚誥、六承如等，皆其選也。 |
