Capt. Buchanan's resignation.--Captain Frank Buchanan, who is the author of the annexed letters, is in command of one of the rebel batteries on the Potomac. We commend the third epistle to his Southern friends: navy yard, Washington, April 22, 1861. His Excellency, the President: sir: I respectfully resign my commission as a Captain in the United States Navy. Respectfully, sir, your obedient servant, Frank Buchanan.
