Although in December, 1867, when the treaty was referred, Mr. Sumner promptly requested the papers from the state department, they were not forthcoming for seven weeks; and when they had been printed and were available for use, the time fixed by the treaty for ratification(Feb. 24, 1868) had expired, and an extension of time became necessary.
