orning at 9.45, after a long illness contracted on his yacht Cornelia, as the result of a cold, and deep depression of spirits created by a sense that his labours, great expenditure, and exercise of influence over his friends on behalf of British East Africa, were not appreciated as they deserved by Lord Rosebery and his colleagues in the Government. A lack of appreciation is indeed a mild term for the callous indifference shown by the Rosebery Government. Sir William had for years (since 1878) been feeling his way towards this great achievement. By dint of generosity, long continued, he finally won the confidence of successive Sultans of Zanzibar, especially Syyed Barghash, and when once that confidence was established, he gradually developed his projects, by which he, as well as the Sultan, might greatly profit. Being already rich enough for gratifying his very simple wants, he wished to lead his friend the Sultan into the path of profitable enterprise. He was ably seconded by

In view of the distrust with which the South for a while naturally regarded the efforts made by the Government to procure the records of the Confederacy, the work of the department to obtain this material at first met with slight success. In 1878, the writer, a Confederate officer, was appointed as agent of the War Department for the collection of Confederate archives. Through his efforts the attitude of the Southern people became more cordial, and increased records were the result. By provision of Congress, certain sets of the volumes were distributed, and others held for sale at cost. He served brilliantly at Gettysburg, where he was wounded three times, and was made major-general on August 3d following. He was engaged in opposing the advance of Sheridan toward Lynchburg in 1864, and showed such high qualities as a cavalry commander that he was commissioned lieutenant-general in August of that year, and placed in command of all of Lee's cavalry. He was Governor of South Carolina from 1876 to 1878; then United States Senator until 1891. He was United States Commissioner of Railroads, 1893 to 1897. This was his battle charger until the end of the war and was kept by him until the horse died at Admiral Ammen's farm in Maryland, in 1878. Cincinnati was the son of Lexington, the fastest four-mile thoroughbred in the United States, time 7:19 3/4 minutes. Cincinnati nearly equaled the speed of his half-brother, Kentucky, and Grant was offered $10,000 in gold or its equivalent forl fairly amid the astonished Southerners. Close behind him came Merritt's cavalrymen in a resistless charge which swept the Confederates backward in confusion. The horse passed a comfortable old age in his master's stable and died in Chicago, in 1878; the lifelike remains are now in the Museum at Governor's Island, N. Y., as a gift from his owner. General Hammond was embarrassed by the fact that shortly after his appointment he, like his predecessor, incurred the displeasure of the Secretary of War. This culminated in the fall of 1863 in his removal from duty, after being found technically guilty of certain charges by a court martial. This led to dismissal from the service. In 1878, he had his case reopened and the evidence reexamined, and on this basis Congress reversed his sentence and placed him on the retired list of the army with the grade from which he had unjustly been deposed. On the removal from office of Surgeon-General Hammond, on September 3, 1863, Colonel Joseph K. he head of the Western Department, with headquarters at St. Louis, where he made an attempt to free the slaves of Southern sympathizers. This act led to his removal in November, and the following March he was given command of the newly created Mountain Department. He refused to serve as corps commander under Major-General Pope when his troops were merged in the Army of Virginia. He resigned from the army in June, 1864. He became interested in railroad building and was governor of Arizona (1878– 1882). In 1890, he was reappointed major-general and was retired with that rank on April 28th. He died July 13, 1890. He served against the Indians, and was cavalry instructor at West Point until he resigned his commission in May, 1861, to enter the Confederate service, becoming adjutant-general in Ewell's brigade.
