Judiciary Committee, submitted a bill and joint resolutions from that committee on the subject of martial law and the suspension of the writ of habeas corpus. Mr. Dargan, of Ala, from the same committee, submitted a minority report. Mr. Baldwin hoped the reports would not be acted upon until the present law would expire, which would be only a few days. He wanted to live one day at least under a Government where the habeas corpus existed and was recognized. Mr. Miles, from the C officer and private. Mr. Foster, of Ala, moved to amend by striking out $4 and inserting $5. This motion was rejected. On the passage of the bill the vote was taken by ayes and noes, as follows: Ayes.--Messrs.
