Report of the Committee on Banks Relative to the currency. --This report, to which we have already alluded as forthcoming, was yesterday presented by Mr. Buford, of Pittsylvania, Chairman of the Committee on Banks. We publish to-day enough of it to give the reader some general idea of what it proposes, calling particular attention to the lucid commentary of Mr. Macfarland, whom the committee justly characterize as possessing one of the ablest financial minds in the State. The report honored me, I submit an outline of a plan for the reform of the currency, prefacing it with such remarks as may place it property before the committee. The currency is at a fearful depreciation; and mortifying and alarming as the fact may be, the process of depreciation is rapidly going on. On motion of Mr. Pendleton, the bill for the commutation of the pay of members of the General Assembly, was taken up, the vote rejecting reconsidered, and the bill laid upon the table for the present. A resolution was offered by Mr. Saunders, of Richmond, and agreed to inquiring into the expediency of increasing the toll on the York River railroad. The report of the Committee on Banks, on motion of Mr. Buford, was taken up and read. The report concludes with several resolutions, which commence by declaring that the people of Virginia will, under no circumstances, contemplate the cessation of hostilities until our enemies shall recognize our separation as final and our independence as a nation, or shall withdraw their armies from Southern soil; and further declare that Virginia will unite promptly with her sister States of the Confederacy in such equitable and considerate
