By the Democratic party Mr. Jefferson is considered the father of the doctrine of States rights, and yet in his first inaugural address he says: If there be any among us who would wish to dissolve this Union or to change its republican form, let them stand undisturbed as monuments of the safety with which error of opinion may be tolerated, where reason is left free to combat it. Calhoun believed in the right of secession. Henry Clay declared in the Senate chamber in 1850: In my opinion there is no right on the part of any one or more States to secede from the Union.
