Stealing a watch and chain. --Sam, slave of James Tapscott, and Emanuel, slave of Bolling W. Haxall, were arraigned before the Mayor yesterday, the first for stealing and the latter for receiving a silver watch and chain, valued at $100, the property of a negro man named Robinson, belonging to Dr. Frost. The complainant testified that on Friday last he arrived in Richmond with his master, and in the afternoon thought he would take a walk out. Proceeding in the direction of the first locks to the canal, he met with Sam, whom he recognized as a former acquaintance in the army. He was then introduced to another negro named Emanuel, and the three, at Sam's suggestion, went into a neighboring groggily to get a drink. After imbibing Sam proposed that he (Robinson) should loan him his watch and chain just for a moment, as he wished to "play off" on one or two "colored ladies," in the back room.--Not suspecting anything foul he readily gave Sam the watch, but it was not long before t
