--About nine o'clock, on the morning of the 23d ult., the flag which had been flying upon the summit of McCullough's Shot Tower, in Centre street, New York, was torn down by a Frenchman named Louis Jovadini.
He had ascended to the top of the Tower, and proceeded to cut the halyards, when he was discovered.
