That's happening because there is a mirror and it takes some time for
totally new bugs to be picked up by the mirror script and transferred;
that particular part uses polling.

Existing bugs transfer relatively quickly as they use inotify.

There's some optimization here to speed up poling for new bugs (or maybe
automatically triggering new bugs into the mirror script), but it's
"working as designed".
