About every second time I end up running pwgen without the -nc options
(probably because I don't use it every week). I understand that this
is user error, but it would be helpful if I could just configure
something so that those options were applied by default.

In current sid, -n and -c are the default if output is going to a TTY
device.

Please check whether this does what you want it to do and consider
closing the bug if applicable.
