I'd suggest to report a bug against apt for this. (Asking for files not
advertised and generating such an output is definitely a bug in apt,
no matter wether reprepro supports to generate those files or not).

Hello,
this missing feature renders gnome-software totally useless
on a reprepro managed repository (such as in Kali). See this
bug we got in Kali if you want to see a screenshot:

Hence I'm bumping the severity of the bug in the hope that it
will get a bit more traction.

For the record, it's not apt which adds the extra downloads, but an apt
hook provided by the "appstream" package
(/etc/apt/apt.conf.d/50appstream).
Generating the DEP11 metadata is fairly straightforward by way of the
appstream-generator package. I think it would make sense for reprepro to
either allow one to provide appstream metadata as generated by that
package for adding to the Release file (and signing etc with the
repository key), or to generate an appstream-generator configuration
file and run the tool itself.
AppStream is package metadata just like Release etc files are, and if
you want full repository metadata then it should be included as well.

Not only gnome-software but also KDE's Discover is deprived of APT sources
support without it, which is first frustrating and second inviting users to
install Flatpack or Snap packages which is supported out of the box...

I believe I'm not the only one to think this is getting really important
nowadays.

This is because reprepro does not generate or support these
dep11/Components-*.ym.gz files...

It might be possible to work around in similar to how debian-installer
images are download in simple_cdd/tools/mirror_download.py
