a) running debootstrap by default with --no-merged-usr in stretch+
b) have another sid suite with a separate tarball and --merged-usr
   ignoring /bin and /lib symlinks

and then I wonder: do we need to do anything at all? For buster it later
piuparts should just automatically test with merged-/usr and before it
should and will not.

so maybe closing this bug is the right cause of action?

     stopped Piuparts from blocking the source package from testing migration.
