I've created a custom Buster image. But in Automated install mode I was always
presented the "Select your ___location" prompt. I checked some search results bot
nothing did resolve the issue. IMHO it is missing a switch like --language but
to set the country and add "debian-installer/country={country}" to the kernel
command line. I workaround this by defining KERNEL_PARAMS in my conf file like
this:

KERNEL_PARAMS="auto=true language=en country=SE locale=en_US.UTF-8"

(auto=true is not really necessary here). Then the automated installation skips
the prompt.
